City deputies of different towns of Nizhny Novgorod Region continue to disagree with the imposed changes of the mayor’s election system. Using various excuses they postpone voting for the requested amendments. Learn more in the weekly review by FederalPress.
Mayor’s election
Two major cities of Nizhny Novgorod Region haven’t yet decided upon changes in their city charters. According to the official position of the regional governor Valery Shantsev, city charters will be changed anyway, because the new system of city mayor election is viewed as the most effective one. Instead of general elections, city mayor will be appointed based on the closed voting of City Duma deputies.
Last week deputies of Nizhny Novgorod postponed making amendments to the city charter due to the absence of quorum. Next session devoted to this issue is scheduled for November 25. Meanwhile deputies of Dzerzhinsk, second biggest city of the region, removed this discussion from the agenda even despite of having the quorum.
Construction
Regional court of Nizhny Novgorod Region issued an unexpected and extraordinary decree regarding an illegally constructed building. A 16-stored office building has been recently erected near Alexander Nevsky Cathedral, which belongs to the list of federal cultural monuments. This office building was constructed without necessary permits and approvals of competent state bodies.
However, regional court decided to recognize the right of property of Metalimpress-Nedvizhimost LLC, which owns the building. At the same time, the second part of the decree refers to a bylaw of the regional government which restricts maximum height of buildings neighboring the federal monument to 32 meters above ground. It means that 6 top floors of the business center will have to be removed as they exceed allowed maximum height.
