Governor against corruption
Governor of Perm Region Oleg Chirkunov actively addressed the topic of corruption in his online blog last week. He announced the results of prosecutor’s check-up of two public non-profit organizations.
Both NPOs were registered as foundations to support the fight against organized crime. Various administrative violations have been revealed in both. But most importantly, prosecutors’ office found out that the activities of these NPOs sometimes contradicted their official mission.
Court proceedings have started to liquidate both organizations.

Perm’s governor addressed corruption again last week relating to the situation on the roads.
Official statistics of Perm Region indicates growth of the number of DUI cases on the roads. Some refer the growing number of fines to corruption of road police, officers demanding money from people.
The governor encourages people to report the cases of unfair fining to him directly through his online blog.
Industrial production index
Industrial production index for July was announced last week. The volume of industrial production dropped by 8% in July 2009 compared to July 2008, and by 3% compared to previous month.
Perm’s Statistics recorded serious fall of production in processing industries – it makes 76.1% of the last year’s index.
The volume of raw materials production remained the same as last year. Energy resources extraction increased and made 102.7% of the last year’s index.
Roscosmos in Perm
Russian Federal Space Agency Roscosmos is going to cooperate with Perm Region. Governor of the region Oleg Chirkunov and agency director Anatoly Perminov signed an agreement of cooperation on August 19, 2009.
The agreement involves other parties – Khrunichev State Research and Production Space Center and OJSC Proton-PM (Permskie Motory). Four participants of the agreement will develop the project of construction of a production facility in Perm Region.
The new production facility will manufacture units and aggregates for RD-191 engines of a space launch complex Angara.
All parties agreed to set up more jobs at Proton-PM as well as re-training and efficient employment of the company’s personnel. Additionally, administration of the region will provide governmental support for those Perm Region’s companies which receive orders related to RD-191 parts production.
Legal activists
Human rights activists of Perm are against spending 3 million rubles on a city model. Perm’s city administration decided to spend this money on creation of a detailed city model and put it for public display.
Protesters refer to Google Maps where anyone can see the city in detail without spending millions of rubles.
However the city administration wants to build a special type of mockup for the public to see prospective developments of the city landscape, which is not possible with Google or any other online resources.
Ministry’s recommendations fulfilled
OJSC Silvinit prepared and sent off new contracts to its customers – producers of complex mineral fertilizers. In the new contract edition Silvinit indicates potassium chloride prices as recommended by the Ministry of Industry and Commerce of Russia. That is 3955 rubles per ton.
The total amount of potassium chloride to be shipped makes 247 500 tons. Silvinit reserves the right to change the price per ton if there is a proper permission from the federal antimonopoly service of Russia.
The conflict between potassium producers (Silvinit and UralKali) and mineral fertilizers producers started when the former raised potassium prices for domestic clients. They referred to the fact that the domestic price was very low. Additionally, potassium chloride international sales reduced in 2009 while mineral fertilizers export sales increased.
Many clients of Silvinit refused to pay the new price and put their production on halt. They also addressed the Ministry and asked to interfere. As a result the Ministry recommended leaving the price at the level of 3955 rubles per ton of potassium chloride.
Unsuccessful start
FC Amkar Perm lost Fulham FC, scoring 1-3, on August 20 at play-offs. This was Amkar’s first match at this year’s UEFA Europa League. The second match will take place in Perm on August 27. Amkar still has chances to continue play in the League.
