The initiative of the week
Governor of the Perm Region Oleg Chirkunov put forward another provocative legislative initiative last week. There was a meeting with the President Medvedev concerning the development of the Volga Federal District on May 14, 2009, where Oleg Chirkunov suggested that the Heads of Regional Internal Affairs Departments should be appointed by the governors. The reaction was ambiguous. Some of the experts interviewed by UralPolit.Ru expressed negative opinion that police might become “tame”. Political experts, on the contrarily, spoke of the opportunity to solve the problem of the so called “cop wars” and clans of influence.
Ministry of Culture of the Perm Region started to implement another creative initiative of the governor on May 12. Heads of the region’s territories were invited to visit several places of cultural interest in Perm to enrich their knowledge of the region’s creative potential. Boris Milgram, the minister of culture, thinks that the governor tries to lead the way in the path of personal growth and creative exploration of the world and new values. Experts add such a plan might help the officials to see hidden aspects of the investment potential of the region.
New face
Dmitry Sivkov will be the new acting Minister of Natural Resources of the Perm Region as soon as he is approved for the position by the Ministry of Natural Resources of Russia.
Prosecutor’s check
Prosecutor’s office of the Perm Region reported serious violations made by the social and healthcare officials in regard to handicapped children. Ministers of healthcare, social development and education as well as the chairman of the regional government Valery Sukhuh received warnings. The most serious violations include using personal money of orphans in order to buy supplies for the orphanage, while all supplies should be financed by the federal budget and social security funds.
Award
Perm’s writer who gained wide popularity all over Russia Aleksey Ivanov transferred 10 thousand dollars to Usolsky Museum of History and Architecture. This amount equals to the prize usually given to the winner of the Strovanov’s Award – a special prize for achievements given by the city of Perm.
This year the award went to Marat Gelman, a famous gallery owner and art dealer, which raised a wave of criticism among culture activists of the region. Aleksey Ivanov joined the protesting public and found compromise in sending the money to the Usolsky Museum.
Businessman from Kazan
Denis Polivtsev, partner and general director of Broiler-Group LLC, a businessman from Kazan, was arrested in Perm last week. He is accused of economic crimes involving serious fraud with a number of Perm’s banks.
Denis Polivtsev is also a partner in other poultry related businesses – OJSC Poulty Farm Sylva, Yaivinsk Broiler LLC.
Where finding a job is not an easy job
RBC.Rating published the list of Russian cities where it is difficult to find a job. The list was comprised based on the search engine information and job related websites. Perm holds the first position in this list as the city where finding job is the most difficult task. The number of resumes exceeds 54 thousand, while job offers make only 10 thousand. Stavropol and Chelyabinsk go next after Perm. Orenburg holds the last position in this list and therefore the employment situation there is more favorable.
Aviation and gas
Chief Engineer of the OJSC Aviadvigatel Aleksandr Inozemtsev made presentation of the enterprise’s capacities on May 15, 2009. Aviadvigatal plans to get orders for the supply of equipment for the Shtokman Project of Gazprom. This gas and condensate field belongs to the significant strategic projects of Gazprom.
Personnel
Evgeny Tokarenko has been appointed technical director of OJSC Motovilikha Plants.
Vladimir Doroshenko has become the director of Perm’s Branch of VTB.Strakhovanie (VTB Insurance).
No dividends
Board of director of PLC Sorbent, Russia’s leading producer of activated carbons, recommended not to pay dividends to shareholders after drawing up the results of 2008 operations. Shareholders are recommended to allocate this money for the industrial development of the company, replenishing working capital and for the creation of a reserve fund.
Okunev vs Alfa-Bank
Konstantin Okunev, a businessman from Perm, won the court hearing over Perm’s Branch of Alfa-Bank. Okunev is the owner of the Entertainment Center Voznesenky. The center had obligations to pay out the loan to Alfa-Bank, which terminated in February. But the bank rejected to release a mortgage lien. Last week the arbitrage court of Perm ordered the bank to do so.
FAS
Perm’s Network Company, electricity retailer, has been fined by the Federal Antimonopoly Service and will now pay over 49 million rubles for conducting illegal deals with the OJSC TGK-9. The company is going to appeal the FAS decision in court.
New purchase
OJSC Astra sold a piece of land with a number of facilities in the center of Perm to a businessman Rinat Kashipov. OJSC Astra used to producer cigarettes until 2006. Later the tobacco house was sold to the CJSC Technoinvest, which is a structure close to KES-Holding, and the cigarettes production stopped.
