Head of the city
Blagoveschensk City Duma deputies assigned Vladimir Kobelev new head of the city. Vladimir Kobelev is also chairman of the City Duma.
“He is respected by his colleagues among deputies. He is well known and respected among the people of the city. Therefore we think that he is the best candidate for the position of the head of the municipality”, Eduard Khasanshin, leader of the United Russia fraction, commented.
Blagoveschensk deputies also revised and approved the procedure of appointing the head of the city administration, i.e. city-manager. Stages of the competition, application papers and general requirements to the candidate were adopted. The competition will supposedly take place in autumn.
Construction industry
Governor of Amur Region Oleg Kozhemyako participated in a governmental commission session devoted to the problems in the construction industry chaired by the Russian Prime Minister Vladimir Putin. The meeting was held in Volgograd on July 15, 2010.
Oleg Kozhemyako suggested a number of amendments to legislation aiming to ease administrative barriers for the construction companies. He underlined the necessity to introduce unified and clearly defined terms and procedures for the whole industry.
By the end of the commission’s session Vladimir Putin concluded that suggestions put forward by the regions were thoroughly studied and analyzed.
“It is good that the government plans a complex solution to these problems by changing federal laws and recognizing the opinion of the regions”, the governor said.
Healthcare
Governor of Amur Region also went to Moscow last week to participate in a governmental meeting on healthcare issues. A heart clinic is being built in Blagoveschensk, but the deadline for the end of construction has been missed. The new deadline is July 25th.
The heart clinic and its branches in minor towns of the region will be equipped with the cutting edge medical equipment. According to the governor’s information, such a heart clinic allows to reduce the number of lethal cases by 25 percent a year, based on the experience of other regions, where such clinics are already at work.
Fighting drug abuse
Drug traffic control service held a seminar in Blagoveschensk and a field meeting in the countryside last week. The topic was to explore different ways of identifying and destroying fields of hemp.
There are many fields of wild-growing hemp in Amur Region which are not guarded or otherwise secured from free access. The regional ministry of agriculture plans to spend over 2 million rubles this year to employ measures and destroy hemp fields.
One way to struggle hemp is spraying chemicals. Then, fields can be used to enlarge useful agricultural land and to grow crops and soybeans instead.
In the conclusion of the seminar it was marked that high level of drug use may interfere with the implementation of important national projects like building Vostochny cosmodrome.
Debts
City Duma of Blagoveschensk held a committee meeting on economy, municipal property and communal services issues. According to a report by the general director of Amur Communal Systems JSC Sergey Belykh , the city administration is indebted to the company in the amount of 18 million rubles.
“We have invested 497 million rubles in the city infrastructure. 237 millions have been loaned”. Sergey Belykh emphasized.
The city administration decided to review all contracts with Amur Communal Systems and a new meeting was scheduled for September.
