Wood cutting
Illegal wood-cutting in the closed wood reserve “Tayozhny” of Primorsky Region has put this territory on the verge of extinction. This location was established to preserve valuable plant and animal specials, it is also the key reproduction area of Siberian tigers.
This is the 3rd wave of poacher wood-cutting since 2005, says Elena Starostina, WWF Amur Division press secretary. Poachers are hunting for the rare wood species – cedar, oak and ash.
WWF Amur Division has been fighting against illegal wood-cutting in the Far East for many years. Division’s experts claim the official figures regarding wood available for official cutting are much exaggerated. Poachers actually have to invade closed wood reserves to get the sorts of timber they want.
Budgeting
Legislative Assembly of Primorsky Region reviewed the budget for 2009 due to incoming finances from the federal budget. Taken the amendments, regional budget earnings are expected to make 61.1 billion rubles, expenses – 70.6 billion rubles.
Automobile assembling plant
VneshEconomBank has completed the first tranche of 5 billion rubles to organize an automobile assembling line in Vladivostok. At the first stage of this project the facility will assemble 10 thousand SUVs and trucks annually.
The project will be implemented at the premises of Dalzavod JSC, a ship-building company. Old equipment will be dismantled to clean the site for the new production line. It is planned that the first SsangYong SUVs will be assembled by the end of 2009. At the second stage Isuzu heavy-duty trucks and Fiat Ducato special trucks will be produced.
Owner of the new assembling line, Sollers Far East, plans to expand production and create up to 20 related services and many jobs.
Center of technological development
The Head of Nakhodka, Oleg Kolyadin, gave an interview to FederalPress commenting on the major projects carried out in the city.
RosNeft is going to build Russia’s largest oil-processing facility near Nakhodka. The first stage of this ambitious project, an oil port in Kozmino, will be finished soon. The new tanker port’s designed capacity is 30 thousand tons of oil a day. This facility will create about a thousand new jobs and provide cheap heating to Nakhodka, which uses expensive oil fuel at the moment.
Corruption
Plenipotentiary presidential envoy (PPE) in the Far East Viktor Ishaev is concerned with the scope of corruption in the region. He says such facts as selling sea food to Japan three times cheaper than in the domestic market and selling illegally cut down timber are not at all possible without top level officials being corrupt.
He hopes to draw mass media and public organization to support anti-corruption measures in the Far East.
Mayor’s dismissal
The City Charter of Khabarovsk will be amended to describe the procedure of mayor’s dismissal by the City Duma. The Duma will also request annual reports of operational results from the mayor’s office.
Ship Building Industry
The Council of the United Ship-Building Corporation of Russia has approved the Concept of the development of ship-building enterprises of the Far East.
Governor of Khabarovsk Region Vyacheslav Shport reports, Vostok Zone will be located in Primorsky Region and will deal with ocean drilling plates and large transport ships.
Amur Zone with the headquarters at Amur Ship Building Plant will focus on military and civil ships.
Khabarovsk Ship Building Plant will become the center of Khabarovsk Zone. Low-tonnage boats, both military and civil, will be produced here.
Zvezda Zone, will also be located in Primorsky Region and produce gas carriers with the tonnage of 200-250 thousand tons. Russia doesn’t produce any gas tankers at the time being, therefore brand new production lines will be constructed in this Zone.
Minister of Internal Affairs
Minister of Internal Affairs of Russia Rashid Nurgaliev visited the Far East last week. He dwelled upon the crimes in timber industry, sea bioresources and corruption. The minister expressed discontent with the work of the local militia divisions.
Particular concern relates to the organized crime prevention and anti-corruption activities. The visit and statements regarding corruption came in vital due to recent accusation against the minister of finance of Khabarovsk Region Alexander Katsuba. He is suspected in stealing 330 million rubles of budget money.
